I guess I just don't get it.

Shouldn't the teams playing in, be the #16 vs. the (technically) #17 seeds in each region?

This year the play in games are the #11 seed teams in the East, and the #11 seed teams in the West, and then again the #16 teams in the East, and the #16 teams in the West?

With no play in the South and Mid West.

Why is it fair that the #11 seeds need to be saddled with an extra game, when the #16 seeds in the South and Mid West don't have to play an extra game?

The 11 seeds are actually the last 4 teams that get in the field as at large teams. So they take the last 4 at large as play in teams.
